reported/suggested/argued/proved有不同功能；an argument与a finding不能随意互换。hedging（限定语）包括may、might、appears、under these conditions、to some extent，它们把结论限制到证据允许的范围，不等于作者“没有观点”。

The value of an empty seat
A town opened a public workspace with a simple promise: residents would be able to work near home without renting a private office. After three months, photographs of empty desks appeared in a local discussion group. Some commenters called the project a waste of money. If seats were empty, they argued, the town must have misunderstood demand.

The photographs captured a real feature of the room, but not necessarily its typical use. Most had been taken shortly after opening time, whereas the booking record showed heavier use in the afternoon. This did not make every criticism invalid. Even at busy times, several large meeting tables remained unused. Interviews suggested that many visitors wanted a single quiet desk rather than a space for group discussion. The problem might therefore concern the mix of facilities as much as the total number of seats.

The manager proposed replacing some large tables with individual desks. A local business owner objected that this would merely hide the original mistake. Yet treating any adjustment as an admission of complete failure would make it difficult to learn from a trial. A public service may need revision precisely because its users reveal needs that planners could not fully predict. That argument does not remove the obligation to examine costs; it explains why a change should be evaluated rather than dismissed automatically.

The town agreed to a small, reversible alteration and published the cost. Staff would compare use of the changed area with the remaining tables over the next month. The result would still depend on attendance patterns, so the manager avoided promising that rearrangement alone would solve the problem. Empty seats were a reason to ask better questions, not enough evidence for either a declaration of failure or an assurance of success.

What is the author's attitude to the business owner's objection?

The author questions the assumption that revising a trial necessarily proves total failure。

### 1

第一段“must have misunderstood demand”是谁的观点？

A. They mainly showed a time when the room was less busy. B. They excluded the large tables that remained unused at busy times. C. They were taken before the workspace opened to residents. D. They showed afternoon use but omitted the quieter morning period.

### 3

A. Supportive because empty tables already establish demand for individual desks. B. Critical because revising the plan amounts to admitting the original project failed. C. Cautiously supportive of testing it while checking costs and use. D. Supportive of rearrangement as the main explanation for future changes in attendance.

### 5

解释as much as连接的两个可能问题。

### 6

### 2

### 6

Empty seats deserve investigation, but a photograph taken early in the day may not represent typical use. The town should examine when and how different spaces are used before judging the whole project.

### 7

**small; reversible**。

### 8

The author is sceptical of the claim but expresses qualified support for further testing. skept-美式拼写也接受；支持对象为testing而非保证成功。

### 9

Reporting a proponent's view does not amount to endorsing it; removing its qualifications may cause misrepresentation. reporting/removing
